The Huairou movement brings together grassroots women leaders and their allies from all over the world to uncover and synergize collective priorities that lay at the core of bottom-up sustainable development. Over the years, the Huairou advocacy and policy framework has evolved to pursue three campaigns to empower grassroots women and enhance their position as agents of change in their own communities – Land & Housing, Resilience, and Engendering Local Governance.

Land & Housing
Land and property rights are at the core of women’s economic empowerment. Huairou Commission’s land and housing campaign focuses on equitable and gender-responsive land governance that enables grassroots women to access secure tenure of land and housing.
Resilience
Community led resilient development should be at the centre of disaster risk reduction and climate action debates. We invest in grassroots women-led community resilience initiatives that advance community development priorities while reducing the impacts of natural hazards and climate change.
Engendering local governance
Engendering local governance is a key area of importance to Huairou members as decisions on policy, programme and resource allocation to implementation are made at the local government level. We work to support grassroots women to be actively involved in local governance.
