We envision a world with balanced power relations and sustainable resilient communities with grassroots women leaders and their groups at the center of decision-making in which people lead lives free from poverty, inequality, violence, insecurity, and all forms of injustice.

The Huairou Commission is a women-led social movement of grassroots women’s groups from poor urban, rural, and indigenous communities in over 50 countries, who work collectively and with technical allies towards transformative change that improves the living conditions, status, and quality of life of women, their families, communities and municipalities.

Huairou was born of a collective effort to secure public recognition for the leadership of organized groups of grassroots women around the world and to position local women-led organizations as driving forces in public agenda-setting and political accountability.

Huairou Commission has developed innovative, women-centered tools and knowledge base for community-led resilience building that put grassroots women at the center of development policy and practice. These tools empower women, creating necessary conditions for good governance and inclusive, equitable development. They also bring network members together to learn from one another.
