Local-to-Local Dialogues (L2L) are an organizing and partnership building tool. L2Ls help grassroots women organize around their own priorities and negotiate with local authorities to improve access and control over resources and services. They show that grassroots leaders are effective citizens and partners able to play meaningful roles in shaping local government. L2Ls raise awareness about issues of concern by collectively convening and informing local decision makers. They facilitate local authorities engagement with grassroots women, support women to influence public decisions and place grassroots women’s priorities and practices on local government agendas.
