Policy Recommendations
Huairou, its network member, GROOTS International, and its NGO partner, American Jewish World Service,  jointly recommend the following.

Shift to community development perspective
International policy for disaster response should be shifted from an emergency focus to a community transformation perspective.  This means using disaster recovery as a means to address issues of corruption, poverty and social exclusion as  well as to embed disaster prevention & recovery practices into the community.

Adopt participatory goals and practices
An essential practice for  achieving  the first goal  is to adopt disaster protocols which provide for the immediate and full participation of grassroots communities in post disaster planning, implementation, and monitoring.

Budget for participation
Low-income people, and women in particular, require support  in order to participate: childcare, transport or replacement for money lost from work are examples.  Women’s groups will be far more effective if they have spaces where they can meet separately from men.

Schedule Help
Donors can best support transformative development by designing programs and scheduling donations and technical assistance by planning for all phases of the recovery process., i.e:
  1. Delivery of emergency life-saving services -- water, food, medical treatment and psycho-social support,
  2. Organization  and support of well balanced (men&women), fully representative community organizations to participate in all planning and decision-making
  3. Arrange for Information gathering, dissemination, and evaluation be undertaken by the community itself,
  4. Rebuild housing, infrastructure and – especially for women and other low-income people -  livelihoods.
  5. Support grassroots  involvement in development initiatives that build resilience against future natural disasters and address the root causes of inequality
  6. Support community-to-community peer-learning exchanges and technical assistance opportunities
