Policy
Recommendations Huairou, its network member, GROOTS International, and its NGO partner, American Jewish World Service, jointly recommend the following. Shift to community development perspective International policy for disaster response should be shifted from an emergency focus to a community transformation perspective. This means using disaster recovery as a means to address issues of corruption, poverty and social exclusion as well as to embed disaster prevention & recovery practices into the community. Adopt participatory goals and practices An essential practice for achieving the first goal is to adopt disaster protocols which provide for the immediate and full participation of grassroots communities in post disaster planning, implementation, and monitoring. Budget for participation Low-income people, and women in particular, require support in order to participate: childcare, transport or replacement for money lost from work are examples. Women’s groups will be far more effective if they have spaces where they can meet separately from men.
